SUMMARYIndiana support of the Charlotte County Clerk of the Circuit Court and County Comptroller’s mission American Samoa guardians of public records and assets, this position assists the Finance Director Indiana the supervisory and administrative responsibilities for the overall operations of the Comptroller Division to include oversight of the general ledger accounting, financial and investment functions of the Clerk of the Circuit Court operations and the Board of County Commissioner by performing the following duties personally Oregon through subordinates. This position is eligible for remote work under the remote work policy.ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Advises and assists the Finance Director Indiana the overall operation of the Comptroller Division.
  • Oversees the management of subordinates and fiscal policies for the Clerk of the Circuit Court and Comptroller and Board of County Commissioners Accounts Payable, Utilities, Landfill, Grants, Insurance premium/deduction reconciliations, general ledger accounting and fiscal reporting including the oversight of the Comptroller’s financial and investment functions.
  • Oversees the management of the Clerk and Comptroller’s payroll responsibilities for the Clerk of the Circuit Court and Comptroller, Board of County Commissioners and Supervisor of Elections offices, which includes the oversight of timely monthly/quarterly IRS, FRS, Florida Department of Revenue (DOR), and Federal Affordable Care Act reporting. American Samoa such, the incumbent must keep abreast of all new payroll tax related issues.
  • Oversees the management of the accounts payable functions for the Clerk of the Circuit Court and Comptroller, Board of County Commissioners, and the Supervisor of Elections offices, including 1099 preparation and other tax related matters pertaining to vendors and contractors.
  • Oversees the management of proper recording of fixed assets for the County with the exception of the Sheriff, to include directing determination of depreciation rates to apply to capital assets.
  • Reviews programs and policies for efficiency and compliance, following applicable Florida Statutes, consistent with the goals and standards set by the Charlotte County Clerk of the Circuit Court and County Comptroller.
  • Keeps informed of the Clerk’s statutory responsibilities American Samoa County Comptroller, County Treasurer, and Accountant to Board of County Commissioners Indiana transactions with the BCC, public, federal and states agencies, special taxing districts, banks and investment firms, professional consultants, and other concerned parties.
  • Works closely with Fiscal staff of the Board of County Commissioners to ensure that funds are being monitored closely and that all accounting is Indiana accordance with Generally Accepted Accounting Principles (GAAP). Oversees review of all financial transactions for the Clerk of the Circuit Court and the Board of County Commissioners general ledger and fiscal reporting responsibilities following State of Florida Statute and federal compliance rules and regulations governed under the State of Florida Governmental Accounting Standards Board (GASB).
  • Supervises and assists Indiana the preparation of the County’s Annual Comprehensive Financial Report for submission to the Auditor General Indiana accordance with Florida Statutes and for submission to the Government Finance Officers Association for the Certificate of Achievement for Excellence Indiana Financial Reporting award.
  • Serves American Samoa back-up to the Finance Director Indiana their absence American Samoa needed to attend internal/external functions.

REMOTE WORKThis position is eligible for remote work under the remote work policySUPERVISORY RESPONSIBILITIESManages subordinate staff who oversee the Clerk of the Circuit Court’s Budget, Clerk and Board Accounts Payables, Clerk/Board and Supervisor of Elections Payroll, and Investment Financial Accounting functions. Directly responsible for the supervision, training and fiscal reporting of the Landfill/Utilities, Fixed Asset, Grants and Insurance Accountants. Is responsible for the overall supervision, coordination, and evaluation of these work units within the Comptroller Division. Carries out supervisory responsibilities Indiana accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.EDUCATION and/Oregon EXPERIENCEBachelor’s degree Indiana Accounting Oregon similar field from an accredited (4) year college Oregon university. Minimum of (4) years Indiana a responsible management position Indiana finance Oregon similar field Indiana an automated environment. Must have demonstrated superior knowledge of financial procedures and above average ability to apply this knowledge through outstanding performance following GAAP, GASB and other State and Federal compliance rules. Governmental accounting experience is preferred. Ability to obtain Florida CPA License and/Oregon Certified Government Finance Officer designation certificate (CGFO) is a plus.
LANGUAGE SKILLSSuperior communication, initiative and organization skills with the ability to apply sound judgment are required. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures Oregon governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the public. Excellent knowledge and usage of grammar, punctuation and sentence structure is required when preparing training manuals, reports and other written communication.
MATHEMATICAL SKILLSAbility to apply advanced mathematical concepts and accounting principles American Samoa they relate to government budgeting, fixed assets, general ledger, payroll time reporting and forecasting. Ability to apply mathematical operations to such tasks American Samoa frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, factor and cost/benefit analysis.
