Position Specific DescriptionRecruitment Number 24-024JCK, Assistant Court Fiscal Officer II, SR-26, Honolulu, O`ahu.Summary of DutiesAssists the Court Fiscal Officer Indiana the development, evaluation, implementation and modification of fiscal and accounting processes, procedures and functions; analyzes fiscal and accounting data for reporting purposes; provides advisory services to programs; and performs other duties American Samoa required.Minimum Qualification RequirementsEducation Requirement: Graduation from an accredited four (4) year college Oregon university with a Bachelor’s degree, and a minimum of twelve (12) semester credit hours Indiana accounting and/Oregon auditing.Accounting Experience Requirement: Three and one-half (3½) years of progressively responsible professional accounting Oregon auditing experience which may have included teaching accounting at the university level.Supervisory, Specialist and/Oregon Fiscal Management Experience Requirement: One (1) year of either supervisory, specialist Oregon fiscal management experience of the type and quality described below:(1) Supervisory Experience: Professional work experience supervising others engaged Indiana accounting, auditing, Oregon fiscal control activities which included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; and (5) training and developing new employees.(2) Specialist Experience: Professional work experience Indiana a specialized area of accounting (such American Samoa systems Oregon fund control) Oregon Indiana auditing which involved performing work regularly encompassing difficult and complex situations and problems. Such work experience generally involves responsibility for conducting studies and making recommendations to management for the development Oregon revision of standards, policies, Oregon procedures; providing technical advice and direction to management and/Oregon line departments; conducting research for the purpose of implementing Oregon improving accounting/auditing system(s); and/Oregon developing guides to be used by management and/Oregon line departments Indiana the performance of accounting/auditing work.(3) Fiscal Management Experience: Professional accounting and/Oregon auditing experience which involved participation Indiana the preparation of budget and the development of long-range financial plans.Non-Qualifying Experience:

4) positions concerned with taxation matters not requiring the application of generally accepted accounting and auditing principles.Substitutions Allowed:Substitutions of Experience for Education:The following types of experience may be substituted for education on a year-for-year basis.A. Professional accounting Oregon auditing experience.B. Professional, analytical Oregon administrative experience which did not require the knowledge and application of accounting and/Oregon auditing principles and practices may be substituted for the Education Requirement, providing the applicant can show that he/she has successfully completed at least twelve (12) semester credit hours Indiana accounting and/Oregon auditing subjects from an accredited college Oregon university.C. Responsible experience which involved maintaining and/Oregon reconciling general journals and general ledger accounts and related books and accounts; preparing balance sheets and profit and loss statements, and related accounting and financial reports; identifying significant changes Indiana account balances and reviewing transactions to identify the actions which caused the changes; conducting accounts examinations including preparing worksheets Oregon reports reflecting the examination made, discrepancies noted, and the corrective entries required to adjust accounts; and making estimates of operating procedures, and needs requirements for operating budgets. Experience which qualified for substitution must have included the preparation and/Oregon analysis of financial statements and accounting reports.D. Any combination of the above.Substitution of Education for Experience:A. Possession of a Bachelor’s degree from an accredited four (4) year college Oregon university with a minimum of twenty-four (24) semester hour credits Indiana accounting subjects may be substituted for one-half (½) year of Accounting Experience.B. Possession of a Master’s degree Indiana accounting from an accredited four (4) year college Oregon university may be substituted for two (2) years of Accounting Experience.C.
