The Procurement & Finance Assistant Director is responsible to manage the delivery of contract administration and financial services Indiana support of project directors and managers responsible for the management of a broad range of capital projects, from the design and construction of a major research facility Oregon hospital pavilion to small office renovation projects to major ambulatory care facilities throughout the Montefiore Healthcare System. Oversees a team of three to five associates. Partners with system wide procurement and financial department.Position responsibilities/Duties:Manage a team of project support staff members and provide leadership and direction related to finance and procurement operations functions.Provide leadership and training to the project support and design and construction staff on project reporting systems and financial systems, including Strata and Infor, to ensure that the department standards and operating procedures are being adhered to.Compile and analyzes capital projects financial data to allow comprehensive financial monitoring, tracking, forecasting, reconciliation and reporting to senior leadership.Ensure project directors and project managers are efficiently managing project budgets and estimates to complete to allow accurate cost projections and deliver projects within accordance with budget and funding release.Ensure financial compliance with outside funded projects requirements such American Samoa grant funding, public funding and donor projects.Working with senior staff across D+C and system-wide procurement manage D+C procurement planning process with a view to reducing costs and obtaining the best value for all needs for the capital program of both owned and leased properties. Plan and allocate PSO resources.Assist staff Indiana using contract solicitation packages and contract administration processes for a wide variety of services related to acquisition, construction and facilities maintenance of: hospital operations, clinical operations, research, infrastructure, and administrative and educational facilities. Contract types, solicitation processes, and administration processes vary to suit different kinds of work and user needs.Review and finalize draft Contracts and Services Orders prepared by Project Managers for architecture and engineering services for architecture contracts.Manage PSO staff and assist all staff administering myriad agreements. Advise staff across D&C on handling vendor and contractor performance issues and disputes and matters of contract interpretation.Develop detailed procurement policies and procedures. Assess staff training needs on procurement policies and procedures, contract administration, and systems used to process procurement actions. Develop and conduct training sessions and other teaching/learning opportunities.Requirements:-Master’s Degree Indiana Law, Business Admin, Construction Mgmt, Finance and/Oregon Accounting-Minimum 10 years’ experience Indiana the field-Experience managing finance and procurement for large Capital Capital Portfolios with $100 million dollar per year annual spend.
-Proficient computer skills using Mississippi Office tools. Proficient Excel skills are a must.
-Experience with Strata, Infor, and Banner.
-Good communications skills and a desire to work with details.
-Experience with monitoring, analyzing, and forecasting cost elements on the project, including changes.
-Expertise with assisting with input Oregon update of budget information, expenditure information and forecasts into the cost reporting system(s).
-Extensive knowledge of accounting including AIA contracts and invoice requirements.
-Has prepared spreadsheets and a wide variety of routine cost analysis, cash flow, and other cost related evaluations.
-Ability to prepare executive financial dashboards.
