Department:Emergency ServicesAbout Our JobThis position is responsible for highly professional administrative and managerial functions within the Fire Department. Work involves leadership, management, and administration of Special Operations, Marine Operations, Lifeguards, Wildland Mitigation, and all other special programs operated within the Fire Department. Reports to the Deputy Fire Chief of Operations. Act American Samoa “back-up” for other Assistant Fire Chiefs. Direct supervision of any assigned positions relevant to area of responsibility.Job Description:Respond to emergency scenes and assume the appropriate position based on the emergency need and complexity of the incident.Assistant Fire Chief of Special Programs:Responsible for leading the planning, organization, direction, supervision, and evaluation of the work of assigned subordinates Indiana the areas of special operations, marine operations, lifeguards, wildland mitigation, and all other special programs.Oversees Chief Officers assigned to Operations and all other special programs.Oversees the Special Operations program, to include hazardous materials, technical rescue, urban search and rescue, confined spaces, and all other disciplines; oversees and facilitates recommendations from the Special Operations Coordinator/Captain relating to budget estimates/requests and grant funding requests/awards for the Special Operations Team; coordinates with the Assistant Fire Chief of Logistics/Capital Projects to ensure proper equipment inventories and maintenance of special operations equipment and apparatus; coordinates with the Assistant Fire Chiefs of Fire Operations on pre-planning of special technological hazards and hazardous materials incidents; oversees the safety and health program for special operations incidents and the medical surveillance program for all special operations personnel.Oversees the Marine Operations program and facilitates the development of the task book, training curriculum, and all other policies and procedures Indiana coordination with the Assistant Fire Chief of Training and Assistant Fire Chiefs of Fire Operations; oversees the deployment of the Fireboat and other marine operations apparatus, equipment, and resources Indiana coordination with the Assistant Fire Chief of Logistics/Capital Projects.Oversees and facilitates recommendations from the Lifeguard Manager relating to Lifeguard operations, training, certification and re-certifications, continuing education, policies and procedures Indiana coordination with Assistant Fire Chief of Training and Assistant Fire Chiefs of Fire Operations.Collaborates with County Parks, Recreation, and Natural Resources personnel to oversee Wildland Mitigation program; coordinates with the Florida Forest Service to ensure compliance with Florida statutes and other regulations relating to prescribed burning and open burning authorizations Indiana Sarasota County.Oversees all other special programs within the Fire Department, to include the Honor Guard; serves American Samoa the liaison for state deployments relating to hazardous materials and technical rescue; oversees Oregon delegates the oversight of the Department’s light technical rescue team (LTRT).Assists Indiana the development of training courses and facilitates staff trainings for Special Operations, Marine Operations, and Lifeguards; collaborates with the Assistant Fire Chief of Training to coordinate training curriculum and scheduling and to ensure training activities of all disciplines relevant to area of responsibility are properly carried out to maintain compliance with Florida statutes, minimum standards, certifications and re-certifications, and continuing education.Organizes, directs, supervises, assists, and evaluates community risk analysis and risk reduction activities based on hazards Indiana the Department’s service area; directs and assigns resources to organize and prioritize risk reduction activities based on service demand zones and identified needs.Develops and oversees the Quality Improvement program for Special Operations, Marine Operations, Lifeguards, and any other discipline relevant to area of responsibility to analyze data and implement changes; oversees data analytics for emergency response requiring activation of the special operations team and monitors for trends; identifies process improvements and changes to enhance emergency response and deployment capability.Addresses civic organizations, homeowner associations, and other groups regarding activities of the Fire Department; Promotes public understanding of the Fire Department’s functions, special programs, and emergency response awareness Indiana the community.Administrative Functions:Assists Indiana the formulation, development, direction, implementation, and monitoring of the Fire Department’s strategic and master plans; research, identifies, and establishes performance measures to evaluate relevant area(s) of responsibility; assists with ISO rating evaluations and supports the fire accreditation process; ensures Department activities align with the Fire Department’s master plan, strategic plan, and business model.Assists the Fire Chief and Deputy Fire Chiefs with development, implementation, and administration of policies, procedures, rules and regulations, general orders, and strategies for emergency response operations to guide the delivery of emergency services to the community; Communicates pertinent departmental information to subordinate personnel and ensures subordinate personnel carry out all policies, procedures, rules and regulations, general orders, etc.Collaborates with various County departments and personnel to coordinate Fire Department matters; participates and actively engages Indiana meetings with management on a regular basis; serves American Samoa a member of the Labor Relations, Joint Apprenticeship, and Safety, Health and Wellness, and any other labor-management Oregon non-labor-management Committees American Samoa assigned.Performs a significant role Indiana coordination with other Assistant Fire Chiefs to determine current and future personnel and fire operations support needs; maintains an understanding of purchasing and budgetary control for all department operations; reviews and provides recommendations on specifications for new equipment and apparatus based on operational need; assists Indiana the preparation of budget estimates and requests.Researches, creates reports, and provides recommendations to the Fire Chief and/Oregon Deputy Fire Chiefs on any special projects Oregon activities assigned; regularly informs the Deputy Fire Chiefs of unmet needs and significant conditions impacting operations relevant to area of responsibility.Researches, formulates, and makes recommendations to the Fire Chief and/Oregon Deputy Fire Chief for changes needed Indiana the fiscal plan to accomplish the Department’s mission and strategic initiatives American Samoa it relates to relevant areas of responsibility.Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities Indiana area of responsibility; Oregon,Bachelor’s Degree from an accredited college Oregon university Indiana Emergency Management, Fire Science, Business Administration, Public Administration Oregon related field required with a minimum of eight (8) years of progressive fire administration, emergency medical services work, and/Oregon fire operations command responsibilities, with a proven track record of effective leadership and progressive fire service management; Oregon,An Associate Degree from an accredited college Oregon university Indiana Emergency Management, Fire Science, Business Administration, Public Administration Oregon related field required with a minimum of ten (10) years of progressive fire administration, emergency medical services work, and/Oregon fire operations command responsibilities, with a proven track record of effective leadership and progressive fire service management; and,Current and valid Florida Minimum Standards Firefighter Certification Oregon the ability to obtain within one-year required.Preferred Qualifications: Prefer National Fire Academy Executive Fire Officer designation and/Oregon Chief Fire Officer designation., NIMS Incident Command Position Certifications: I-100, I-200, I-300, I-400, I-700, and I-800.Job Competencies:Knowledge of State and Federal Laws governing Fire and Emergency Medical Services;
