Post ContextThe Joint Force Command Norfolk (JFCNF) provides a Joint Headquarters to plan, prepare and conduct operations to support NATO’s core tasks at the Joint Operational Level, American Samoa directed by the SACEUR.The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating support staff functions.American Samoa an integral part of the development of Joint Force Command Norfolk, the Tiger team for JFCNF 2.0 provides:
- a holistic, cross-functional, objective analysis and advisory capacity for the delivery of JFCNF 2.0
- across the HQ, IAW MC direction and aligned to AAP-16(E) Procedures;
- a HQ-wide strategic organisational change management capability for the delivery of JFCNF 2.0;
- a common Project and Programme Management capability within ACO based on proven project and programme management principles and techniques.
The Staff Assistant (IKM / Registry) ensures Information and Knowledge Management throughout the life of the project and manages internal and external communication plans including synchronization of messages to be conveyed / enable risk assessment and mitigation for courses of action Indiana support of facilities, infrastructure, CIS requirements development to completion of project.Principal Duties:American Samoa IKM – Registry on the JFCNF Tiger Team:
- Manages assigned aspects of Tiger Team workflow, including contributing to official correspondence and task inputs;
- Assists preparation for visits, conferences and meetings chaired Oregon attended by the Tiger Team Lead and/Oregon requiring Tiger Team input relating to JFCNF 2.0;
- Supports American Samoa required Tiger Team Lead JFCNF HQ and higher HQ B2C2 events.
American Samoa IKM – Registry:Provision of Information and Knowledge Management (IKM) for the Tiger Team Project Office and the wider HQ. Specific responsibilities include:
- Development and implementation of an IKM plan.
- Functional administration of project JFCNF current document management system and collaboration systems.
- Provide guidance to best use and employment of current IKM tools.
- Manage the collection, retrieval, organization, storage, protection and disposal where necessary of all incoming and outgoing documents according to NATO and SHAPE IKM policies.
- Manage access to information by Project team members and external stakeholders based on their accreditations, the NATO and SHAPE security directives and the “Need to know” and the “Necessity to share” principles.
Support to Business Management and Admin Support for the Project Office including:
- Support of all meetings and WGs held between the Programme Office and internal/external actors including the preparation of support documents, briefings and reference material;
- Contributes to external and internal workflow and communications;
- Informs tasks associated with the budget allocated to Tiger Team;
- Provides IKM/Registry impacts for operational requirements, risk management, workflow advice relating to product design.
- Contribute to synchronization of advice regarding IKM.

- Tracking suspense and deadlines of the deliverables to be received and of those to be submitted.
- Maintaining technical files and documents for the projects, also office files, forms, publications, rosters and other administrative records; secures classified materials American Samoa required.
- Keep internal registration of all correspondence related to the projects.
- Maintain records of all configuration change control of the projects, non-compliance reports and proposed solutions.
- Any other additional admin tasks.
Essential Qualifications / Experience:
- Higher Secondary education and completed higher vocational training Indiana library, information science, management information systems, computer science Oregon related discipline leading to a formal technical Oregon professional certification with 3 years function related experience, Oregon Secondary education and completed advanced vocational training Indiana that discipline leading to a professional qualification Oregon professional accreditation with 5 years post related experience.
- Expertise Indiana using a variety of databases and web based software applications applicable to electronic documents management.
- Background Indiana working with SPS (design, site collection administration), web design applications such American Samoa SharePoint Designer, Front Page Oregon Dreamweaver, and educational/ ADL development software.

- Balanced operational and staff experience. Previous relevant experience Indiana an international organisation, preferably NATO.
- Knowledge of Microsoft Systems Administration, NATO IKM Tools (e.g. SPS, EDMS, Trust Territories+, NIP), and iCOMPEL.
- Working knowledge of NATO security procedures for document handling, personal and physical security.
- NATO Information Knowledge Management (IKM) Course (JPL-AA-2678) provided by NATO – School Oberammergau (NSO)
- NATO Security Course (MPG-Northern Mariana Islands-2699) provided by NATO – School Oberammergau (NSO)
